Veterans License Plates
Any honorably discharged veteran of the Armed Forces is eligible for the following New Mexico veterans’ license plates, provided they can show proof of service and eligibility.
The Gold Star Family License Plate is available for any family which has had a son, daughter, stepson, stepdaughter, parent or step-parent killed in combat action. The Patriot License Plate can be purchased by any licensed New Mexico driver who wants to recognize the contribution and sacrifice of the men and women who are serving or have served in the U.S. Armed Forces.

New Mexico Clean & Beautiful Grant Program
The Tourism Department partners with communities to Keep New Mexico True by providing funding and technical assistance to municipalities, counties, and tribal governments on litter eradication, waste reduction, and community beautification initiatives.
Program Overview
The purpose of the New Mexico “Litter Control and Beautification Act,” NMSA 1978, § 67-16-1 et seq., is to accomplish litter control by vesting in the Department the authority to eliminate litter from the state to the maximum practical extent.

The New Mexico Tourism Department is proud to offer and steward the New Mexico True Certified program, an initiative that allows select New Mexico businesses to leverage the magnetic and powerful New Mexico True brand to build their products' recognition and amplify existing marketing messages. The New Mexico True Certified program brings national attention to the quality, care and craftsmanship behind products that are authentically New Mexican, while providing opportunities for businesses of all sizes to integrate the New Mexico True Certified Logo at point-of-sale and on packaging, fulfillment, and marketing materials.
Tourism Event Growth and Sustainability Program
The Tourism Event Growth and Sustainability Program provides specialized support for tourism-related events in the form of cooperative marketing, sponsorship support, and an event accelerator. Grant applications open each Spring.
Destination Forward Program
The purpose of the Destination Forward Grant Program is to support the development and implementation of tourism infrastructure projects throughout New Mexico. The program is composed of two tiers with two tracks under each tier. Each tier and track corresponds to your project’s current phase of development requiring funding and support. Technical assistance is available for each tier and track of the program. Eligible entities for this program include county, municipal and tribal governments, and special districts.
Family Resources
The Family Constituent Services & Correspondence Office serves the growing number of families directly affected by the incarceration of a loved one. As the central point of contact between the New Mexico Corrections Department and inmate family members, we assist with navigating a complex correctional system.
Victim Services
The Victim Services Program serves as a direct point of contact for crime victims and their families who have concerns related to offenders who are in the custody or under the probation and/or parole supervision of the New Mexico Corrections Department. Victim Services provides comprehensive information, assistance and support to crime victims and their families. The Victim Services Program is committed to administering these services with respect, compassion and confidentiality. Services include assistance to crime victims and their families during the parole board hearing process. Victim Services also provides assistance to the New Mexico Adult Parole Board, statewide district attorneys’ office victim advocates and victim advocacy organizations in addressing crime victims’ needs. Victim Services provides educational outreach to statewide district attorneys’ office victim advocates and victim advocacy organizations about the services provided by the program. Additionally, Victim Services provides education about victims’ rights awareness and sensitivity to probation and parole officers and the prisons.

NM Black Expo
The New Mexico Black Expo (NMBE) celebrates the history and legacy of the Black cultural experience while providing resources in the areas of economics, education, healthcare and advocacy to improve the quality of life in the African American community. NMBE has served the Albuquerque community since 2003. The expo has grown to become the largest African-American tradeshow in the state.

The Child Support Enforcement Division administers the state and federal program to collect support from Non-custodial Parents. Its primary mission is to maximize the collection of child support for all New Mexico children.
Supplemental Nutrition Assistance Program (SNAP)
The mission of the Income Support Division is to relieve, minimize or eliminate poverty and to make available certain services for eligible low-income individuals and families through statewide programs of financial assistance, food assistance, employment assistance and training services.
Low-Income Home Energy Assistance Program (LIHEAP)

Assist with Filing VA Claims
The Field Services Division’s veterans service officers (VSOs) assist veterans and their eligible dependents with filing VA claims and obtaining federal and state benefits. Our VSOs also help connect veterans to vital community resources, such as transitional housing and medical and behavioral health care. Information and assistance on federal and state benefits, local veterans’ programs, and referral services is available at any of our field office locations.
Veterans Property Tax Exemption or Waiver
Standard Veteran Property Tax Exemption
Up to $4,000 of the taxable value of property, including the community or joint property of husband and wife, subject to the tax is exempt from the imposition of the tax if the property is owned by a veteran or the veteran’s unmarried surviving spouse if the veteran or surviving spouse is a New Mexico resident. Certain discharges may render a veteran ineligible for this benefit.
Disabled Veteran Property Tax Exemption
The property of a disabled veteran, including joint or community property of the veteran and the veteran’s spouse, may be exempt from property taxation if it is occupied by the disabled veteran as the veteran’s principal place of residence. For purposes here, a disabled veteran is a veteran who has been determined by federal law to have a 100% permanent and total service-connected disability. Certain discharges may render a veteran ineligible for this benefit.
Disabled Veteran Hunting & Fishing Passes
Reduced Fee Hunting and Fishing License: New Mexico’s service-connected disabled veterans may apply for a reduced fee $10.00 small-game & fishing license–no matter what percentage their disability. Veterans may obtain this benefit by showing proof of disability to the Department of Game & Fish when applying for their hunting and fishing license.

The Veterans Business Outreach Center (VBOC) Program is designed to provide entrepreneurial development services such as business training, counseling, and resource partner referrals to transitioning service members, veterans, National Guard and reserve members, and military spouses interested in starting or growing a small business. The Small Business Administration has 20 organizations participating in this cooperative agreement and serving as VBOCs.

Outdoor Equity Fund
Access to the outdoors is a basic human right – yet it’s one that has often been denied to many of our youth. As a result, our underrepresented kids haven’t had the chance to experience some of the best of New Mexico: Its outside world.
LEADS (Local Economic Assistance & Development Support) Program
In fiscal year 2016 the Certified Communities Initiative (CCI) evolved into the LEADS Program. LEADS is a funding program for economic development projects that produce sustainable outcomes. The funding provided through LEADS is intended to create jobs through recruitment, retention/expansion and startup activities; develop the tax base; and provide incentives for business development. LEADS applications will be evaluated based on these objectives.
Missing and Murdered Indigenous Women and Relatives Task Force
The Missing and Murdered Indigenous Women epidemic is an issue currently affecting tribal communities and indigenous people living in cities.
Tribal Infrastructure Fund (TIF)
The Tribal Infrastructure Fund was created by the Tribal Infrastructure Act in 2005. This act recognizes that many of New Mexico’s tribal communities lack basic infrastructure, including, but not limited to water and wastewater systems, roads, and electrical power lines.
Capital Outlay
Capital Outlay funds are used to build, improve or equip physical property that will be used by the public. Roads, computers, museums, playgrounds, schools, irrigation ditches, hospitals, lands, and furniture can all be capital outlay projects.
Cultural Equity with Native Nations
The State-Tribal Collaboration Act mandated training is all new for FY20! Formerly known as “Cultural Competency,” the course is now titled “Building Cultural Equity with Native Nations,” and it is open for enrollment on the ELM system.
Indigenous Youth Council
The Indigenous Youth Council (IYC) was formed in February 2021 following two listening sessions that the New Mexico Indian Affairs Department (IAD) held with tribal youth from across the state. Issues discussed ranged from the desire to have access to higher education resources to behavioral and mental health needs for tribal communities. Participants also voiced the desire to have more intertribal connections between the Nations, Tribes, and Pueblos in the state.

Water Rights Permitting and Transfers
Anyone wanting to use water in New Mexico must have a permit from the State Engineer that can be obtained by contacting your local District Office. To facilitate speedier service, it is always recommended that you call the District Office closest to you to make an appointment.
Interstate Stream Commission Meetings
New Mexico Interstate Stream Commission regular meetings are normally scheduled for the third Thursday of each month. Please check for any dates that may vary from the regular third Thursday meetings. Special meetings may be scheduled at other times as needed. Meeting locations will be announced on the posted agendas.
Water Well Driller Licensing
The Office of the State Engineer is responsible for regulating the construction and plugging of wells and the licensing of well drillers in the state of New Mexico. Any person desiring to engage in the drilling of one or more wells for underground water within the boundaries of any underground source shall file an application with the state engineer for a driller license. It is unlawful for any person, firm, or corporation to drill or to begin the drilling of a well for water from an underground source without a valid, existing license for the drilling of such wells issued by the State Engineer of New Mexico.

Field Services, Claims Filing Assistance
The Field Services Division’s veterans service officers (VSOs) assist veterans and their eligible dependents with filing VA claims and obtaining federal and state benefits. The Healthcare Division is dedicated to assisting and advocating on the behalf of our veterans and their families with their healthcare related needs. The Division develops and coordinates veteran programs and outreach that promote transitional living, housing, suicide prevention, advocacy, and transportation related to healthcare access and issues for New Mexico Veterans.

Older Americans Act Title 3 and Title 6 Services
The state plan has been developed to meet requirements under Title III and Title VII of the Older Americans Act. The act provides funding for a variety of programs and services for older New Mexicans and their caregivers, including supportive services, nutrition programs, disease prevention and health promotion initiatives, elder rights protection activities and caregiver support programs.

Juvenile Justice
Juvenile Justice Services are tasked with staffing the New Mexico’s Juvenile Justice Advisory Committee, administering special initiatives, monitoring compliance to federal and state juvenile justice and delinquency prevention requirements, and managing funding for community programs.

Proclamations issued by the Governor are intended to honor, celebrate, or raise awareness of a noteworthy event or significant issue for the citizens of New Mexico. Proclamations are provided by the Governor’s Office of Constituent Services according to a set of guidelines. These public service documents are strictly honorary and are not legally binding. All proclamation requests will be reviewed on a case-by-case basis.

The New Mexico Constitution gives the Governor authority to grant “pardons and reprieves” for most convictions for offenses under state law. However, the Governor does not have authority to grant pardons or any other forms of clemency for convictions under municipal or federal laws. The Governor also does not have authority to expunge or seal arrest and/or conviction records.
