New Mexico Applicant Fingerprint Processing (NMAPS) is the applicant background check solution that is totally electronic and provides New Mexico residents the means to complete their required federal and state background checks quickly and conveniently. Your first point of contact to check on the status or any delay of your application should be the agency you initially submitted your application and prints to. Once prints are submitted to DPS electronically your agency will receive a response from DPS within 24-48 hours and from the FBI within 48-72 hours.
Local Economic Development Act (LEDA)

Local Economic Development Act, provides assistance to economic base businesses looking to grow or relocate in New Mexico. Since 2002, a record 83 New Mexico communities have now passed a Local Economic Development Act (LEDA). Through passing LEDA, a community adopts an ordinance creating an economic development organization and a strategic plan. The enactment and utilization of LEDA allows public support of economic development to foster, promote, and enhance local economic development efforts while continuing to protect against the unauthorized use of public money and other public resources. This empowers communities to embark on economic development projects tailored to their LOCAL needs. In essence, LEDA is used to enter into a “public private partnership” for an economic benefit.
Job Training Incentive Program (JTIP)

New Mexico has one of the most generous training incentive programs in the country. The Job Training Incentive Program (JTIP) funds classroom and on-the-job training for newly-created jobs in expanding or relocating businesses for up to 6 months. The program reimburses 50-75% of employee wages. Custom training at a New Mexico public educational institution may also be reimbursed.

Protective Services receives reports of alleged child maltreatment 24 hours a day, seven days a week, through Statewide Central Intake at 1-855-333-SAFE (7233) or #SAFE from cell phones. We investigate reports of child maltreatment and intervene to keep New Mexico’s children safe.

CYFD-funded domestic violence service providers help more than 10,500 residents affected each year by domestic violence, including survivors, perpetrators, and their children. CYFD works with 46 non-profit and governmental organizations throughout the state to provide shelter and support services to families and individuals in need.

Veterans License Plates

Any honorably discharged veteran of the Armed Forces is eligible for the following New Mexico veterans’ license plates, provided they can show proof of service and eligibility. The Gold Star Family License Plate is available for any family which has had a son, daughter, stepson, stepdaughter, parent or step-parent killed in combat action. The Patriot License Plate can be purchased by any licensed New Mexico driver who wants to recognize the contribution and sacrifice of the men and women who are serving or have served in the U.S. Armed Forces.
Ombudsman Program

Need help navigating the workers' compensation system? The WCA's Ombudsman Program provides a neutral source of information for workers, employers and other parties. The service is free of charge. Ombudsmen explain how the workers' compensation system works. They also help resolve disputes. Ombudsmen can be reached by phone, but you may also request to meet with one in person. Ombudsmen are available at all WCA offices, so you can contact one at the office nearest you. Some ombudsmen are bilingual in English and Spanish, so if help is needed in Spanish, you will be connected to a Spanish-speaking ombudsman.

Safety is a priority in any workplace, and strong safety standards help prevent accidents. Keeping workplace accidents at a minimum helps keep insurance costs down and makes for a more productive workplace. WCA safety consultants provide a range of free safety services for the workplace, such as consultations and inspections. The WCA also publishes two booklets devoted to safety. The Annual Safety Inspections Guide helps businesses implement their own simple safety inspection, and outlines the minimum acceptable WCA standards for a safety inspection. Smaller employers that are not required to have inspections can use the How to Develop a Safety Program guide, which provides comprehensive safety program planning. Both guides can be found on the Publications page.

Destination Forward Program

The purpose of the Destination Forward Grant Program is to support the development and implementation of tourism infrastructure projects throughout New Mexico. The program is composed of two tiers with two tracks under each tier. Each tier and track corresponds to your project’s current phase of development requiring funding and support. Technical assistance is available for each tier and track of the program. Eligible entities for this program include county, municipal and tribal governments, and special districts.

Victim Services

The Victim Services Program serves as a direct point of contact for crime victims and their families who have concerns related to offenders who are in the custody or under the probation and/or parole supervision of the New Mexico Corrections Department. Victim Services provides comprehensive information, assistance and support to crime victims and their families. The Victim Services Program is committed to administering these services with respect, compassion and confidentiality. Services include assistance to crime victims and their families during the parole board hearing process. Victim Services also provides assistance to the New Mexico Adult Parole Board, statewide district attorneys’ office victim advocates and victim advocacy organizations in addressing crime victims’ needs. Victim Services provides educational outreach to statewide district attorneys’ office victim advocates and victim advocacy organizations about the services provided by the program. Additionally, Victim Services provides education about victims’ rights awareness and sensitivity to probation and parole officers and the prisons.

The Field Services Division’s veterans service officers (VSOs) assist veterans and their eligible dependents with filing VA claims and obtaining federal and state benefits. Our VSOs also help connect veterans to vital community resources, such as transitional housing and medical and behavioral health care. Information and assistance on federal and state benefits, local veterans’ programs, and referral services is available at any of our field office locations.
Veterans Property Tax Exemption or Waiver

Standard Veteran Property Tax Exemption Up to $4,000 of the taxable value of property, including the community or joint property of husband and wife, subject to the tax is exempt from the imposition of the tax if the property is owned by a veteran or the veteran’s unmarried surviving spouse if the veteran or surviving spouse is a New Mexico resident. Certain discharges may render a veteran ineligible for this benefit. Disabled Veteran Property Tax Exemption The property of a disabled veteran, including joint or community property of the veteran and the veteran’s spouse, may be exempt from property taxation if it is occupied by the disabled veteran as the veteran’s principal place of residence. For purposes here, a disabled veteran is a veteran who has been determined by federal law to have a 100% permanent and total service-connected disability. Certain discharges may render a veteran ineligible for this benefit.
Disabled Veteran Hunting & Fishing Passes

Reduced Fee Hunting and Fishing License: New Mexico’s service-connected disabled veterans may apply for a reduced fee $10.00 small-game & fishing license–no matter what percentage their disability. Veterans may obtain this benefit by showing proof of disability to the Department of Game & Fish when applying for their hunting and fishing license.

The Indigenous Youth Council (IYC) was formed in February 2021 following two listening sessions that the New Mexico Indian Affairs Department (IAD) held with tribal youth from across the state. Issues discussed ranged from the desire to have access to higher education resources to behavioral and mental health needs for tribal communities. Participants also voiced the desire to have more intertribal connections between the Nations, Tribes, and Pueblos in the state.

Water Well Driller Licensing

The Office of the State Engineer is responsible for regulating the construction and plugging of wells and the licensing of well drillers in the state of New Mexico. Any person desiring to engage in the drilling of one or more wells for underground water within the boundaries of any underground source shall file an application with the state engineer for a driller license. It is unlawful for any person, firm, or corporation to drill or to begin the drilling of a well for water from an underground source without a valid, existing license for the drilling of such wells issued by the State Engineer of New Mexico.

As part of the American Rescue Plan Act (ARPA), signed into law by President Biden in 2021, Congress has allocated $10 billion to increase small businesses access to equity and debt capital through the State Small Business Credit Initiative (SSBCI 2.0) program. Administered by the U.S. Department of Treasury, the funds are distributed to each state, territory, and Tribal jurisdiction. EDD is administering New Mexico’s SSBCI 2.0 allocation. To support business growth in New Mexico and to create and retain jobs, EDD encourages banks and other financial institutions to make loans to small businesses in underserved markets. EDD can pledge cash to cover a collateral shortfall of a loan to enable financing that otherwise might not be available to a small business. Preference is given to business owners who are women, US Veterans, ethnic minorities, or part of other socially disadvantaged groups. Special focus is on (but not limited to) projects in industries related to: intelligent manufacturing, sustainable & green industries, value-added agriculture, outdoor recreation, film & media located in rural areas.
