New Mexico Applicant Fingerprint Processing (NMAPS) is the applicant background check solution that is totally electronic and provides New Mexico residents the means to complete their required federal and state background checks quickly and conveniently. Your first point of contact to check on the status or any delay of your application should be the agency you initially submitted your application and prints to. Once prints are submitted to DPS electronically your agency will receive a response from DPS within 24-48 hours and from the FBI within 48-72 hours.
Local Economic Development Act, provides assistance to economic base businesses looking to grow or relocate in New Mexico. Since 2002, a record 83 New Mexico communities have now passed a Local Economic Development Act (LEDA). Through passing LEDA, a community adopts an ordinance creating an economic development organization and a strategic plan. The enactment and utilization of LEDA allows public support of economic development to foster, promote, and enhance local economic development efforts while continuing to protect against the unauthorized use of public money and other public resources. This empowers communities to embark on economic development projects tailored to their LOCAL needs. In essence, LEDA is used to enter into a “public private partnership” for an economic benefit.
New Mexico has one of the most generous training incentive programs in the country. The Job Training Incentive Program (JTIP) funds classroom and on-the-job training for newly-created jobs in expanding or relocating businesses for up to 6 months. The program reimburses 50-75% of employee wages. Custom training at a New Mexico public educational institution may also be reimbursed.

The Patriot License Plate can be purchased by any licensed New Mexico driver who wants to recognize the contribution and sacrifice of the men and women who are serving or have served in the U.S. Armed Forces.
Need help navigating the workers' compensation system? The WCA's Ombudsman Program provides a neutral source of information for workers, employers and other parties.
The service is free of charge. Ombudsmen explain how the workers' compensation system works. They also help resolve disputes. Ombudsmen can be reached by phone, but you may also request to meet with one in person. Ombudsmen are available at all WCA offices, so you can contact one at the office nearest you. Some ombudsmen are bilingual in English and Spanish, so if help is needed in Spanish, you will be connected to a Spanish-speaking ombudsman.

WCA safety consultants provide a range of free safety services for the workplace, such as consultations and inspections. The WCA also publishes two booklets devoted to safety. The Annual Safety Inspections Guide helps businesses implement their own simple safety inspection, and outlines the minimum acceptable WCA standards for a safety inspection. Standard Veteran Property Tax Exemption
Up to $4,000 of the taxable value of property, including the community or joint property of husband and wife, subject to the tax is exempt from the imposition of the tax if the property is owned by a veteran or the veteran’s unmarried surviving spouse if the veteran or surviving spouse is a New Mexico resident. Certain discharges may render a veteran ineligible for this benefit.
Disabled Veteran Property Tax Exemption
The property of a disabled veteran, including joint or community property of the veteran and the veteran’s spouse, may be exempt from property taxation if it is occupied by the disabled veteran as the veteran’s principal place of residence. For purposes here, a disabled veteran is a veteran who has been determined by federal law to have a 100% permanent and total service-connected disability. Certain discharges may render a veteran ineligible for this benefit.

The Capital Outlay Bureau (COB) is responsible for coordinating the funding and administration of capital projects under the statutory authority of the State Budget Division, Department of Finance and Administration.

In fiscal year 2016 the Certified Communities Initiative (CCI) evolved into the LEADS Program. LEADS is a funding program for economic development projects that produce sustainable outcomes. The funding provided through LEADS is intended to create jobs through recruitment, retention/expansion and startup activities; develop the tax base; and provide incentives for business development. LEADS applications will be evaluated based on these objectives.
The Tribal Infrastructure Fund was created by the Tribal Infrastructure Act in 2005. This act recognizes that many of New Mexico’s tribal communities lack basic infrastructure, including, but not limited to water and wastewater systems, roads, and electrical power lines.
Capital Outlay funds are used to build, improve or equip physical property that will be used by the public. Roads, computers, museums, playgrounds, schools, irrigation ditches, hospitals, lands, and furniture can all be capital outlay projects.
The State-Tribal Collaboration Act mandated training is all new for FY20! Formerly known as “Cultural Competency,” the course is now titled “Building Cultural Equity with Native Nations,” and it is open for enrollment on the ELM system.
The Indigenous Youth Council (IYC) was formed in February 2021 following two listening sessions that the New Mexico Indian Affairs Department (IAD) held with tribal youth from across the state. Issues discussed ranged from the desire to have access to higher education resources to behavioral and mental health needs for tribal communities. Participants also voiced the desire to have more intertribal connections between the Nations, Tribes, and Pueblos in the state.

The Office of the State Engineer is responsible for regulating the construction and plugging of wells and the licensing of well drillers in the state of New Mexico. Any person desiring to engage in the drilling of one or more wells for underground water within the boundaries of any underground source shall file an application with the state engineer for a driller license. It is unlawful for any person, firm, or corporation to drill or to begin the drilling of a well for water from an underground source without a valid, existing license for the drilling of such wells issued by the State Engineer of New Mexico.

The New Mexico Environment Department Food Safety Bureau protects public health by permitting, inspecting and providing technical assistance to food establishments in New Mexico to prevent foodborne illness. The Bureau also permits events where food will be served, like county and state fairs.
The New Mexico Environment Department is responsible for permitting hemp warehouses, extraction facilities, manufacturing facilities, and processing facilities throughout New Mexico to ensure consumer health is protected.
On November 30, 2021, the New Mexico Finance Authority Oversight Committee approved the Cannabis Microbusiness Loan Program, a new $5 million program that will offer affordable loans to licensed cannabis microbusinesses.
The Cannabis Control Division oversees licensing and compliance under the Cannabis Regulation Act, Lynn and Erin Compassion Use Act, and rules promulgated by the division in the interest of regulating a new industry in New Mexico while protecting public health and safety.

The Missing Persons Clearinghouse is responsible for posting missing persons to the public website, and releasing alerts to the media. The Clearinghouse also keeps in contact with the police agencies and the National Center for Missing and Exploited Children to keep all information current. As a Clearinghouse we release Amber Alerts and Silver Alerts to the media. A person can be reported missing at any time when their whereabouts are unknown and are believed to be in danger, regardless of age.

The Medical Cannabis Program ensures patients have safe access to medicine for a number of qualifying health conditions, and licenses non-profit producers and dispensaries in the state.
Our more than 50 public health offices across the state provide a wide array of services from immunizations (available for children through age 18 and limited for adults), family planning services (to include pregnancy tests and some forms of birth control), testing and treatment with partner services for sexually transmitted diseases, and Children’s Medical Services for children and youth with special health care needs.

The Outdoor Recreation Division works to ensure that all New Mexicans gain from the public health, environmental, and economic benefits of sustainable outdoor recreation. The department is headed by Acting Director Alyssa Renwick.
Proclamations issued by the Governor are intended to honor, celebrate, or raise awareness of a noteworthy event or significant issue for the citizens of New Mexico. Proclamations are provided by the Governor’s Office of Constituent Services according to a set of guidelines. These public service documents are strictly honorary and are not legally binding. All proclamation requests will be reviewed on a case-by-case basis.
The New Mexico Constitution gives the Governor authority to grant “pardons and reprieves” for most convictions for offenses under state law. However, the Governor does not have authority to grant pardons or any other forms of clemency for convictions under municipal or federal laws. The Governor also does not have authority to expunge or seal arrest and/or conviction records.

As part of the American Rescue Plan Act (ARPA), signed into law by President Biden in 2021, Congress has allocated $10 billion to increase small businesses access to equity and debt capital through the State Small Business Credit Initiative (SSBCI 2.0) program. Administered by the U.S. Department of Treasury, the funds are distributed to each state, territory, and Tribal jurisdiction. EDD is administering New Mexico’s SSBCI 2.0 allocation.
To support business growth in New Mexico and to create and retain jobs, EDD encourages banks and other financial institutions to make loans to small businesses in underserved markets. EDD can pledge cash to cover a collateral shortfall of a loan to enable financing that otherwise might not be available to a small business.
Preference is given to business owners who are women, US Veterans, ethnic minorities, or part of other socially disadvantaged groups.

The purpose of the compliance and project management program is to provide information technology strategic planning, oversight and consulting services to New Mexico government agencies to improve services provided to New Mexico citizens. The program provides critical leadership and guidance ranging from strategy, project management and oversight, cybersecurity, and technology integration. The program includes Cybersecurity, the Enterprise Project Management Office, and Office of Geospatial Technology.

This grant program supports projects that enhance communities' outdoor recreation opportunities.
